The Pantone 659 is just he color. The flammability depends on the type of paint used.
then can I get the flammability rating on all paints that can produce the pantone 659 blue.

seems like all of your paints are class 3. I have a customer who wants the pantone 659 on a surface of an electrical connector that has a UL 94-v1 rating and adding these class 3 paints would change that and not meet spec.
