A match of US Government Fed Std 595C 17038 reads as a very dark, low-chroma near-black with a subtle cool bias. It is not a bright black; the small amount of blue-green movement in the color keeps it looking deep and restrained rather than warm or brownish.
MyPerfectColor custom spray paint matched to this government color reference can be used on brackets, panels, enclosures, housings, switch covers, hardware, railings, vents, and other specification-driven parts. It is also a practical choice for maintenance touch-up, fabricated components, prototype assemblies, and color-coded equipment where a dark neutral finish is called for.
Because this is such a dark color, surface condition and sheen can be easy to notice after application. Minor texture, sanding marks, or film-build differences may read more clearly than they would in a lighter color, and touch-up beside aged or weathered coatings may still show a difference even when the color match is correct. Finish choice and substrate color can also affect how dense and black the result appears.
The Fed Std 595C code identifies the color reference target, but it does not define the coating system, gloss level, or approval status. For acceptance-sensitive work, a sample panel or match to the existing part may be worth using if the surrounding finish has aged, faded, or changed sheen.

The Federal Standard (now Aerospace Material Specification / AMS) 595 colors are used to specify colors for US Government applications. The color are used by the US Government agencies, branches and suppliers. The most common requests we receive for Fed Standard Colors are for spray paint, Direct to Metal and other paints for prototyping, marking and identification and touchup applications. Typical clients include the USCG, all branches of the Armed Services, the State Department, Lockheed Martin and Boeing. For example, we provided paint to the Navy for marking shells with the specific Fed Std color designated to identify the type of round.
We offer 5 standard sheens in our lacquer touchup paint: flat, low lustre, satin, semi-gloss or gloss. We also offer a full range of Alkyd and Acrylic Direct To Metal paints. Please contact us if you have any questions. Please submit RFQs to [email protected]
The colors in the Federal Standard set have no official names and are identified by five-digits. The numbers designate the sheen, color classification and color intensity.
The first digit will be 1,2 or 3 and indicates the level of sheen:
1 = gloss
2 = semi gloss
3 = matt
The second digit indicates the color group;
0 = Brown 5 = Blue
1 = Red 6 = Grey
2 = Orange 7 = Other (white, black, violet, metallic)
3 = Yellow 8 = Fluorescent
4 = Green
The third to fifth digits indicate the intensity. Lower numbers indicates a darker color and higher numbers indicate a lighter color.
While the Fed Std colors indicate sheen as part of the 5 digits, MyPerfectColor still requires you to enter a specific sheen. For example, the color Fed Std 37038 technically refers to a matte finish, but MyPerfectColor offers it in any sheen.
Fed Std 595C 17038 identifies the color reference target only. It does not by itself define paint chemistry, gloss, surface preparation, corrosion protection, or any formal approval status. For this color, MyPerfectColor supplies paint matched to the selected Fed Standard reference, so you still need to choose the product type and finish that fit the project requirements.
Not always. A match of US Government Fed Std 595C 17038 is a match to the standard reference, but an older in-service coating can look different because of fade, weathering, sheen change, texture, or a different coating system. If the repair sits next to aged paint, the standard match may still be visible. In those cases, a sample panel, an existing-part match, or a full-part repaint may be the better choice.
Before you order, confirm the exact code, the product type, the finish, and the quantity you need. Custom-made color matches for Fed Std 595C 17038 should be reviewed carefully because they are made to your selected specification and are not returnable or refundable. If you are unsure about the finish or product format, verify that first so the order matches the project requirements.
Reorder by the exact code, product type, and finish so the new paint matches the original order as closely as possible. For Fed Std 595C 17038, consistency is improved when you keep the same coating format and application method across all parts. Even then, substrate differences, prep, film build, and spray technique can change the final appearance, so use the same process whenever possible.
No. Fed Std 595C 17038 tells you the color target, but it does not tell you which coating system is right for the service environment. For a project using this color, choose the paint format and chemistry based on whether the part is indoors or outdoors, whether it sees abrasion or chemical exposure, and what substrate you are coating. MyPerfectColor can supply a match to the selected government color reference in formats such as spray paint and other options, but the environment still needs to drive the product choice.
