The short answer is I don't know for certain, but I would think not. The clear is specifically created for use over the transparent stain.
I would recommend you use this product:

Or you could use the Varathane outdoor spar urethane product. Search MyPerfectColor for "outdoor spar urethane" and all the choices will display.

i have a sign with semi-gloss exterior latex on pressure treated plywood. Can i use your Arborcoat clear to protect without ruining paint?
